Flows Out, Rails In. ETFs bleed while banks and exchanges build onchain.

U.S. spot Bitcoin ETFs turned sharply negative in early October after a brief start-of-month recovery. The funds recorded $484.9 million of net outflows on October 7, led by $207.7 million from BlackRock's IBIT, $105.1 million from Fidelity's FBTC and $101.7 million from ARK 21Shares' ARKB. Another $244.1 million left the market the following day, with Fidelity accounting for $197.1 million, before flows briefly turned positive with $21.1 million on October 9.
Bitcoin fell back toward $82,000 on October 8 after trading above $87,000 the previous Friday. QCP Capital set an $80,000-$90,000 base-case range for the fourth quarter, with $80,000-$82,000 identified as a buying area and $88,000-$90,000 as a level to reduce exposure if ETF inflows fail to strengthen. The firm's bull case puts bitcoin above $100,000, while its bear case sees a move below $68,000-$70,000 under a combination of higher oil prices, further Fed tightening and renewed ETF outflows.
Flows turned negative again on October 12, when U.S. spot Bitcoin ETFs lost $65.4 million entirely from BlackRock's IBIT. Despite the recent withdrawals, IBIT had accumulated approximately $65.67 billion in net inflows since its January 2024 launch, while cumulative net inflows across all U.S. spot Bitcoin ETFs stood near $57.1 billion.
The macro backdrop tightened again on October 14 as hotter-than-expected core CPI revived concerns about further Federal Reserve tightening. Bitcoin fell below $82,000, down more than 2%, while Ether, XRP and Solana each declined roughly 3%. JPMorgan separately estimated that around $50 billion had flowed into digital assets in 2026, with ETF flows and CME futures positioning strengthening during the third quarter after corporate treasury purchases and venture funding dominated the first half.
CFTC Moves Ahead With Federal Crypto Market Framework
The CFTC opened a new rulemaking process on October 5 aimed at creating a federal framework for leveraged and margined retail crypto trading. The agency is considering Regulation CTX and Regulation CAM, which would establish a new federal pathway for crypto exchanges offering those products. The framework would operate alongside state licensing rather than replace it, because the CFTC said only Congress can require crypto spot trading to move onto federally registered platforms.
The proposal follows the Senate's failure to advance the CLARITY Act in September and shifts more of the near-term regulatory work back to the CFTC and SEC. Under the CFTC approach, federally registered platforms would be subject to requirements including proof-of-reserves audits and federal oversight of leveraged retail commodity transactions, while the agency would stop short of claiming general jurisdiction over ordinary spot trading.
The timetable could extend well into the next election cycle. TD Cowen's Washington Research Group estimates the CFTC may not issue a formal proposal until late Q1 or early Q2 2027, with a final rule potentially arriving in early 2028. Managing Director Jaret Seiberg said accelerating the process could increase the risk of procedural challenges in court, while litigation over a final rule could itself continue beyond 2028.
Former Acting CFTC Chair Caroline Pham has argued that the Commodity Exchange Act already gives the agency broad authority over crypto-related commodities and described CTX and CAM as an extension of the Crypto Sprint initiative launched in 2025. That initiative relied on a Dodd-Frank provision requiring leveraged, margined or financed retail commodity transactions to occur on regulated exchanges.
Tokenized U.S. Stocks Move Toward Regulated Onchain Trading
The SEC's September innovation exemption created a five-year pathway for tokenized U.S.-listed equities to trade on regulated onchain venues. The framework is intended to support tokenized versions of real securities rather than synthetic equity exposure, preserving the economic and governance rights attached to the underlying shares.
OKXICE, a joint venture between OKX and NYSE parent Intercontinental Exchange, has now notified the SEC that it intends to launch a tokenized securities venue under the exemption. The platform is designed for permissioned onchain trading on X Layer and plans to offer more than 60 U.S. companies, including Nvidia, Apple, Microsoft, Amazon, Tesla, JPMorgan Chase, Goldman Sachs, Coinbase, Robinhood, Circle and Reddit. Issuers would have 30 days to opt out.
Former Acting CFTC Chair Caroline Pham said she expects the New York Stock Exchange and Nasdaq to list tokenized shares and begin seeing material trading activity within the next two years. She distinguished those instruments from synthetic stock tokens by emphasizing that tokenized securities should preserve shareholder ownership and voting rights.
Traditional market operators are also building directly with crypto-native firms. Nasdaq has partnered with Kraken parent Payward around tokenized securities infrastructure, while ICE is working with OKX through OKXICE, creating regulated pathways that connect existing listed equities with blockchain-based trading and settlement.
Corporate Digital Asset Treasuries Keep Expanding
Strategy added 334 BTC between September 28 and October 4 for approximately $28.7 million at an average price of $85,838.80 per bitcoin, taking its holdings to 848,000 BTC. The position was worth roughly $73 billion and had been acquired for a total cost of about $64 billion, implying around $9 billion of paper gains. Strategy's holdings represent just over 4% of bitcoin's 21 million supply cap.
The purchase was funded with proceeds from Strategy's Class A common stock program and its USD Cash reserve. The company sold 92,894 MSTR shares for approximately $15.7 million during the week, with another $18.8 billion of issuance capacity remaining as of October 4. Strategy also repurchased 1.77 million STRC preferred shares for about $176.3 million and ended the period with $4.88 billion in its USD Reserve and $833.4 million in cash.
Strive bought 3,311 BTC between October 5 and October 9 for approximately $280 million at an average price near $84,500, lifting its treasury to 32,773 BTC. That places it behind Strategy, Metaplanet at 44,000 BTC, Twenty One at 43,514 BTC and MARA at 35,577 BTC among the largest public-company bitcoin holders. Strive also reported $310.3 million in cash and cash equivalents.
On Ethereum, Bitmine increased its treasury by 12,532 ETH to 6.03 million ETH, approximately 4.9% of the 122.1 million ETH in circulation. Of that total, 5.07 million ETH, or 84%, was staked. The company projected approximately $336 million in annualized staking revenue at a seven-day annualized yield of 2.61% and reported $16.2 billion in crypto, cash, marketable securities and other holdings as of October 11.
Tokenized Equities Scale Across Crypto and Institutional Channels
Coinbase launched tokenized stocks on Base roughly six weeks ago, with approximately $70 million to $100 million in daily trading volume, 50 stocks listed and 250 expected by the end of October, according to Base creator Jesse Pollak. Circulating tokenized equity supply has increased roughly eightfold over the past 12 months, from about $400 million in September 2025 to $3.3 billion in September 2026.
Base is also expanding beyond dollar-denominated assets. The network currently supports 32 stablecoins across 21 currencies, including the euro, Canadian dollar, Nigerian naira and Indonesian rupiah. More than 99% of stablecoin supply remains U.S. dollar-pegged, while local-currency stablecoin initiatives are advancing in markets including South Korea, Hong Kong and Brazil.
Institutional infrastructure is developing in parallel. Morgan Stanley now expects to support tokenized equities through its alternative trading system in Q1 2027, moving its previously indicated timeline from the second half of 2026. The bank is building the required trading infrastructure and proprietary wallet technology while using its Digital Asset Lab to test blockchain and crypto-native systems before production deployment.
Morgan Stanley also expects DTCC's tokenization service launch at the end of October to provide another institutional market milestone. Amy Oldenburg, the bank's head of digital asset strategy, identified private shares, structured notes, custom products and private fund access as near-term areas for tokenization and said she expects the tokenized real-world asset market to reach between $3 trillion and $10 trillion by 2030.
Tokenized Assets and Stablecoins Move Into Core Financial Infrastructure
BNY and Citadel Securities completed a triparty repo workflow using a tokenized two-year U.S. Treasury, marking the first use of a tokenized asset on a major triparty repo platform. Citadel Securities purchased the Treasury through BNY on Tradeweb, after which BNY recorded a tokenized representation on its private digital ledger and settled the transaction within minutes rather than through the standard T+1 process.
Citadel Securities then used the tokenized Treasury as collateral in an overnight repo with BNY. The transaction follows BNY's January launch of a tokenized deposit service for institutional clients including Citadel Securities, Intercontinental Exchange and Ripple Prime. BNY plans to extend operating hours for settlement platforms handling Federal Reserve-eligible securities and U.S. triparty transactions into European and Asian trading hours next year.
Payments infrastructure is moving in the same direction. Mastercard and BVNK launched Global Money Platform following Mastercard's acquisition of BVNK in August, combining fiat accounts, stablecoins, real-time conversion, cards and local bank payouts through a single API. Initial integrators include Nuvei, Marqeta, Ontop, Bolt Group and Almond FinTech.
The platform connects to Mastercard Move, which reaches more than 17 billion endpoints, with coverage expected to expand to more than 40 currencies across 200-plus countries and territories in 2027. Stablecoin-linked card issuing is available across more than 130 countries, while future capabilities are expected to include tokenized deposits and support for agentic commerce.
